Reporting Multiple Sales

Pistols and Revolvers (3310.4)

The Gun Control Act (GCA) of 1968 requires federal firearms licensees (FFLs) to report multiple sales or other dispositions of handguns to the same purchaser.

If two or more handguns are sold or disposed at the same time, or within five consecutive business days of each other, they must be reported.

ATF has long used multiple sales information to detect, investigate, and prevent firearms trafficking. 

ATF views the recovery of one or more firearms used in crimes that were part of multiple sales as an indicator of firearms trafficking, particularly if one of the firearms was recovered a short time after the multiple sales occurred (known as a short time–to–crime).

These reports must be made and submitted on ATF Form 3310.4. At the time this help page was last updated the most up to date form 3310.4 was dated April 2019.

Certain Rifles (3310.12)

The ATF requires Certain FFLs (types 01 and 02 only) in CA, TX, AZ and NM to report all transactions in which an unlicensed person acquired, at one time or during five consecutive business days, two or more semi-automatic rifles larger than .22 caliber (including .223/5.56 caliber) with the ability to accept a detachable magazine. 

This form is not required when the rifles are returned to the same person from whom they are received.

These reports must be made and submitted on ATF Form 3310.12. At the time this help page was last updated the most up to date form 3310.12 was dated March 2021.
