This setting is on (blue) by default for all new accounts. 

To disable electronic signatures, go to Settings > 4473 and toggle the switch off (grey) and click Save.

A 4473 must be completed the way it was started. Switching this setting on or off while the buyer or seller are completing a 4473 will not change the requirements for that 4473.
