    • The ATF uses the data collected to report statistics about the manufacture and exportation of firearms across the firearms industry.

  • What FFL’s must report every year?

    • All type 07 and Type 10 FFL’s.

  • Does an FFL need to report items that were manufactured by another FFL with a variance?

    • Yes, if the items were SOLD and/or DISTRIBUTED into U.S. Commerce and/or Exported out of the United States.

  • Does an FFL still need to fill out this form even if the FFL did not manufacture, export, or distribute any items into commerce for the reporting year?

    • Yes

  • How often must a required FFL submit this form?

    • Every year.

  • What date range does the FFL need to report for?

    • Jaunuary 01 through December 31 of the previous year.

  • When is the form due?

    • April 1st.

    • Between January 1st and April 1st.

    • No.

    • Yes, the current address may change so always look at the instructions on the form.

    • If you mail in your form you will not receive a receipt.

What firearms are required to be reported on the AFMER (5300.11) form?

All firearms, by type, that were SOLD and/or DISTRIBUTED into U.S. Commerce and/or Exported out of the United States, that were Manufactured by the reporting FFL in any previous year, during the calendar year that you are reporting for.

If you did not SELL and/or DISTRIBUTED into U.S. Commerce and/or Export out of the United States any firearms for the year that you are reporting you MUST still fill out the AFMER (5300.11). Simply put zeroes in the reporting fields.

Items that must be reported.

– if there aren’t any to report put a “0” (zero)

  • Pistols, by caliber

  • Revolver, by caliber

  • Rifles

  • Shotguns and Combination Guns

  • NFA/Machine Gun

  • NFA/Any Other Weapon

  • NFA/Short Barrel Rifle

  • NFA/Short Barrel Shotgun

  • NFA/Silencer

  • Miscellaneous Firearms, with a description

Items that do NOT need to be reported. (From the instructions on page 2 of the form)

  • Firearms manufactured but NOT distributed into commerce or exported (still in your possession).

  • Firearms distributed to another license manufacturer (FFL Type 07 or Type 10) for further manufacturing (including if you are contracted by another manufacturer by approved markings variance, and after completion return the firearm back to the original manufacturer). Those firearms will be reported by the Type 07 or Type 10 FFL who finally distributes the firearms into commerce, or exports them.

  • Firearms received solely for the purpose of the manufacturer to act as a Dealer, thus only receiving for purposes of transferring. These firearms should be reported by the Type 07 or Type 10 FFL who distributes the firearms to the Dealer.

  • Firearms remanufactured or customized that were previously in the possession of a non-manufacturer.

  • Firearms incorporating frames or receivers of foreign manufacture.

  • Firearms produced solely for the official use of the Armed Force of the United States.

  • Destructive devices as defined under 18 U.S.C. § 921(a)(4) and 26 U.S.C. § 5845(f) – See definition #3 in the instruction on page 3 of the form.

  • Antique firearms as defined under 18 U.S.C. § 921(a)(16) – See definition #4 in the instructions on page 3 of the form.

  • Firearms exported temporarily under an approved DSP-73 application.


How to get the numbers out of FastBound for your AFMER form (5300.11).

  • On the Main Menu, go to Items.

  • Expand the Acquisition panel.

  • In the Manufacturing Acquired Type drop down, choose your Manufacturing Acquire Type.

    • You may have more than one Manufacturing Acquired Type. If you do, you will need to download a separate report for each type.

  • Expand the Disposition panel.

  • In The Disposed On or After box, enter the start date for the reporting year.

    • The start date is always 01/01/(year).

  • In The Disposed On or Before box, enter the ending date for the reporting year.

    • The ending date is always 12/31/(year).

  • In the Disposed Items drop down, choose Disposed Only.

    • Only items that were manufactured AND disposed must be reported.

  • In the Deleted Items drop down, choose Not Deleted Only.

    • This is the default option, you may not need to change it.

  • In the Do Not Dispose Items drop down, choose Not Do Note Dispose Only.

    • This is the default option, you may not need to change it.

  • Click the Search button.

    • The results will be listed in the table below. You can see a total count of items that were Manufactured and Disposed during the reporting year at the bottom of the table. If you have more than 1,000 results the total will be listed at the top of the table.

  • To download the report, click on the Download Search Results button then choose Excel.

    • We recommend you do not use a .csv file. Excel could manipulate the information in the .csv file when you open it.

  • FastBound will generate your report and it will be available on in the Downloads section on the Main Menu.

    • This is not an official Bound Book, click Continue to close the pop-up.

    • Click Close to close the pop-up.

  • On the Main Menu, go to Downloads.

  • The Items Search Report should be the first report at the top of the table.

    • You can look at the “Generated”, and “Search, Sort, and Options” sections to identify the correct file.

    • Click the Download button to download your Items Search Report.

  • Open the report in Excel and use the sort, filter, and search tools in Excel to identify the items you need to report on.
