A paper copy of the ATF Form 4473 can be downloaded directly from the ATF website. This is a fillable PDF form that you can fill in and print or print and fill out in ink.
On the ATF page the download link is very small and can be hard to see. It is in the second paragraph where it says “The revised form is available to either download or order online.” Click on the word “download”.
