How To Recertify a 4473

If a transferee/buyer has completed a 4473 on one day and is picking the firearm up on a different day, you MUST have the transferee/buyer Recertify the 4473.

Section D of the 4473 (Revised August 2023) says:

If the transfer of the firearm(s) takes place on a different day from the date that the transferee/buyer signed Section B, the transferee/buyer must complete Section D immediately prior to the transfer of the firearm(s).

The Instructions on the 4473 (Revised August 2023) say:

Section D, above questions 30 and 31. If the transfer takes place on a different day from the date that the transferee/buyer signed Section B, the licensee must again check the photo identification of the transferee/buyer at the time of transfer.

ATF Rul. 2016-2 says:

#5. Once the statement has been selected or mouse-clicked, the transferee can no longer make revisions to his/her answers.

#17. If the transfer of the firearm(s) takes place on a different day from the date that the transferee (buyer) signed Section B, the transferee must complete Section C (D) immediately prior to the transfer of the firearm(s). The computer software cannot allow the electronic signature to be automatically populated in the form from a previously captured signature or information in the software.


If you complete the 4473 and you transfer the firearm(s) to the transferee/buyer the same day you do not need to have the transferee/buyer recertify the 4473.

After the transferee/buyer fills out Section B, certifies, signs, and submits the 4473 back to you. The panel for Q30 (Section D) will show next to Q22 the buyer’s original signature.

At this point you will not be able to have the transferee/buyer recertify their 4473 because it is the same day the transferee/buyer completed Section B of the 4473 and submitted it back to you.


If the transfer of the firearm is taking place on a different day from when the transferee/buyer originally signed Section B you MUST have the transferee/buyer recertify their 4473.

Before you allow the transferee/buyer to recertify their 4473 you need to be 100% certain they are able to take possession of the firearm(s) that same day!

If you allow the transferee/buyer to recertify their 4473 and you do not transfer the firearm(s) to the transferee/buyer on that same day, then the transferee/buyer will not be able to recertify their 4473 again electronically.

To correct this, you must print the 4473 with the incorrect dates and manually correct this on the printed 4473. You will also need to fix the disposition dates before you dispose the items.

Before you continue with the recertification process confirm everything. Below is a list of things to consider before continuing with the recertification process.

  • Does the transferee/buyer have the proper ID and/or documentation?

  • Is the transferee/buyer’s ID or documentation valid?

  • If the transferee/buyer needs to provide Supplemental Government Issued Documentation. Did they do that? is it valid? and does it match?

  • Has the background check been completed and/or did you receive a “Proceed” response?

  • Is the transferee/buyer a resident of your state? If they aren’t, is it legal to transfer the firearm(s) to them?

  • If there is a layaway or a balance due on the firearm(s) is that paid in full?

  • Are the correct firearms listed on the 4473? and are their details correct?

  • Is the 4473 completely filled out, and correct?

The date in “Q36. Date Transferred” MUST be the same day the transferee/buyer signed or recertified their 4473. If it is not, FastBound will not allow you to continue with the 4473.


On any day following the day the transferee/buyer originally signed Section B, the Recertify button will show in the panel for Q30 next to the buyer’s original signature.

When you click the Recertify button a confirmation panel will pop-up.

Click the Lock for Recertification button to generate a pin for the buyer and lock the 4473.

  • The Return to 4473 List button will return you to the main 4473 Page.

  • The Refresh button will check to see if the transferee/buyer is done recertifying their 4473.

  • The Unlock 4473 button will unlock the 4473 and the pin will no longer work.

The buyer will use the same URL that they originally used to recertify their 4473. You can find this URL on the main 4473 page.

Also, the Status of the 4473 will say “Awaiting Signature” next to the Pending 4473 panel.

After the buyer recertifies their 4473 the status in the Pending 4473 panel will say “Customer Complete” (you may need to refresh the page).

The transferee/buyer’s recertification signature will show in the “30. Transferee’s/Buyer’s Signature (Section D)” panel along with the date the transferee/buyer recertified their 4473 next to their original signature.
